This is on one plate in plain text. Do they mean the plates go in pairs?
That means that each stick is 8gb. Which is what your system shows.
But apparently different than what you thought to expect.
In order for you to have 16gb total you would need to use 2 sticks of that RAM.
In order for you to have 32gb total you would need to use 4 sticks of that RAM.

@cscs is right, a “memory kit” means total memory with more than one module.
Did your memory came in a box like this?
Dmidecode shows is working at 2667 mhz to synchonize with the other (slower) modules. In which slots are the new modules (A1,A2,B1,B2)?
If the output showed was in full … then there are no other modules.
One wonders if there is some BIOS setting … or if the hardware does not support higher clocks**?
** EDIT - I looked up the mobo “PRO B550M-P GEN3” and thats not it.

Yes, now that you mention it, at different reboots it showed slightly different frequency, but never more than 29xx MHz.
