I’m guessing it has something to do with the URL it’s trying to use. I know matray also used it and that’s not working, since AFAIK the server for that URL no longer exists.
So try using/configuring it to use a different URL.

As referenced by @NGr you should edit the configuration found in
~/.config/manjaro-tools/manjaro-tools.conf
If you don’t have the file - copy from /etc/manjaro-tools
cp -r -i /etc/manjaro-tools ~/.config

Neither of those mirrors appear to exist anymore. The thread I linked to had the answer, switch to
https://mirrors.manjaro.org/repo
in your tools configuration
