create a new test user in system settings, reboot and log in with the test user … if it has no issues its something messed up in your main user, so in that case, in your main user in your home directory rename the following folders: .cache to .cache.bak .config to .config.bak and delete or rename the kscreen folder in /home/.local/share/kscreen reboot
