Alright , I got them on my Windows pc … so now it shall be as simple as me putting these two files on a thumb drive and running em of on a Local Manjaro install ?

Are these files just run of directly types ? Like executables like in windows ? Or there is a command
line to execute em ?

No, these are archives like ZIP files. Pacman will handle it and install it

Or maybe you can doube click on them and the pamac-manager can install them also.

Ok a slight doubt ( sorry for these continuous trifles I’m a big dum-dum ) there are two files one tar.zst file and the other the folder so … so what shall I do with the folder ?

The archives are important, the folders under ~/packages/rtl8192eu-git are just temporary. So… save them, delete them, backup up them. What ever you want.
