Installed gettext version appears different from package name in core repo

I am running manjaro kde with linux kernel 5.9.10. I have a version issue with gettext when trying to compile software that says that the gettext version is too old. I installed the gettext 0.21-1 package from the core repository, but when I check at the command line it says gettext is version 0.19.8.1.

Is the gettext 0.21 package version different from the installed version or is there another piece of software that is appending an older version of gettext to the path?

$ pacman -Q | grep gettext
gettext 0.21-1
lib32-gettext 0.21-1 
perl-locale-gettext 1.07-10

$ gettext --version
gettext (GNU gettext-runtime) 0.19.8.1
