How can Manjaro react to power button event when logind.conf is all commented out?

If I press the hardware power button, both XFCE and Gnome Manjaro starts the shutdown process. If I do the same thing with XFCE Arch, the power gets immediately off (no shutdown process). I looked at the /etc/systemd/logind.conf of Manjaro, but all the lines were commented out. How come Manjaro react to power button event without logind.conf?

If you remove them from the config, the default values are used.

Where are the default values? Hard-coded?

The default configuration is set during compilation, so configuration is only needed when it is necessary to deviate from those defaults.
