The most streamlined way to accomplish this now is to switch to the AMDGPU PRO (proprietary) drivers. They don’t rely on mesa for hardware decoding of AVC, HEVC, and VC-1.
Otherwise you’ll have to mix-and-match if you want to use a vanilla Arch package and/or try different AUR PKGBUILDs of mesa, such as mesa-git.
