I would start by removing the cache:
sudo pacman -Scc
Then try a sync/update (after sorting mirrors):
sudo pacman-mirrors -f && sudo pacman -Syu
If it still does not work and you want to fix it then you might use this approach (just checked the the URLs/filenames are still accurate):
