I notice the Forum Search Icon is not Automatic showing after Page refreshing, it showing after scrolling down.
Is this beaver intended?

Yes, this is the default behavior — the way it was before was not.
The earlier ever-present appearance of the search icon was due to a Discourse plugin, which got broken by an update to the Discourse software we run, so we had to disable it.
