Fan not working even when the cpu is hot

On my thinkpad the fans dont turn on even when the cpu is on 51°C. On windows the fan is almost always spinning. I kinda like that on linux its quite quiet, but i want it to be run when its needed.
I dont know if it is because of thermald or tlp or anything else (like throttled).
I recently switched the governor in tlp, since then i got quite big throtling on performance while on battery. (and in cpupower-gui)

51 degrees does not seem to be at the first tripping point. Try pushing the CPU to 55, 60 or 75 degrees and see if the fan starts up. 75 degrees should at least get the fan started.

I know, but its scarry a little bit. I mean the base is warm.
On ac the fan is spinning on 45 degrees.
