Extreme CPU usage coming from nowhere

Hello, I’ve had this issue for months and regardless of how hard I’ve searched I’ve yet to find anything matching my problem or a solution to it. For some reason, while the cpu usage is mostly normal 5-15 seconds after a cpu intensive task has concluded all cores will max out for anywhere from 10 seconds to permanently. When this happens the system will basically stop responding to everything until the cores stop being maxed. I am able to have this consistently happen if I build a package from the AUR, along with some other cases like compiling a program. This specifically only happens on situations like that, gaming does not cause this issue. I might just be stupid, and this is expected behavior after these have concluded but I have not found anything suggesting that.

KSysGuard, or htop do not show anything about this. All it shows is that the cores are maxed out, no task is shown taking up a lot of cpu usage or anything similar.

This issue has also persisted through new installations, although all of them were manjaro KDE.

So I remembered that this behavior also happened when I used Ark, specifically in gui mode. So I decided to try and reinstall with a different environment. The problem is now gone and I have no idea why. However since this issue persisted through previous installations which were all KDE plasma and now it’s gone at least for me it appears that KDE was the problem.
