DVD drive not recognised by kernels 5.16, 5.17 and 5.18

Firstly, a huge thanks to all you people who spend time helping others. You are heroes.
I have an HP SFF computer and I have a problem with the DVD drive.

Computer details:

I am running latest version Manjaro on xfce. When I say I have a problem with the DVD drive, I mean there is no power to it - the drawer will not open. I use this computer for regression testing and I have a number of different operating systems on it. There is nothing wrong with the DVD drive as it works with some kernels and not others.

Here is a summary of what I have found.
On my SDD:
Windows OK
Manjaro partition using kernel 5.4.201 OK
Manjaro partition using kernel 5.17.9 NOT OK
Manjaro partition using kernel 5.18.7.1 NOT OK

On my HDD:
MX linux using kernel 5.10.70-1 OK
Ubuntu using kernel 5.4.0.73 OK
Old Manjaro backup partition #1 using kernel 5.15.7 OK
Old Manjaro backup partition #2 using kernel 5.16.2.2 NOT OK

On 5.4 kernel
inxi --optical gives

It would appear that kernels 5.16 through 5.18 have a problem powering the DVD drive on this computer or is there something not obvious to me that I could do to correct this?
Should I report this as a kernel bug?

I guess a full output of

inxi -Fazy

would be good
to have as much data available as possible

what you provided may seem the only relevant part
but may not be enough

and perhaps even the output of that same command from different kernels and distributions

to see whether and (maybe) why they might see different things/aspects
of the very same hardware

a DVD drive (and the driver) is fairly basic
nothing exotic that could depend on recent kernel features

you can remove kernel 5.16 and 5.17 this is EOL for both

Thanks for the reply. I have attempted to copy the contents of inxi -Fazy but when I hit reply, it states that I cannot put links in my reply. I have removed anything that looks like a link and still had no success.
Is there a way of attaching it as a file? I can’t see an obvious button to press for that.

Thanks for the reply. I am aware of 5.16 and 5.17 being EOL but these are backup partitions I would only use to build forward if my SDD Manjaro wipes out (as it has done once before). My SDD Manjaro is bang up to date. These partitions are also useful for problem investigation (as with this problem). I periodically copy my latest Manjaro to one of these partitions.

The SSD is 2.5" SATA-3

How are you running 3 sata drives when the motherboard of a 290 only has 2 sata ports?

I’m not running 3 SATA drives.
I was quoting from the user guide…
(11) Solid-state drive, 2.5 inch

It could be also the fact that your BIOS is not updated. As I see F.31 Rev.A is available.

However it looks like a power management issue, where newer kernels need another ACPI table for example.

Have now updated to BIOS F31. No change with the DVD.
Can you please advise me what to do about getting an updated ACPI table? Do I register this as a kernel bug?

The ACPI Table is retrieved from the BIOS/UEFI. So only an update could update it.

Looks like so. But the kernel which has this this bug are stable ones, which are in general not made for production, but reflects the current state of development. It can always contain bugs, which will not be part of the next LTS version.

So my humble opinion here is, that the connection simply times out, because it cannot reach it. It detects the SATA Port itself, but cannot reach the drive… quote from the code:

Obtain the other device on the same cable, or if none is present NULL is returned
