Do I really need EFI partition?

I read this tutorial and there is command that install bootloader to /boot/efi

I read this topic that bring up safety considerations but I am not to worried about them.

So, do I really need separate EFI partition? Does this command
sudo grub-install --target=x86_64-efi --efi-directory=/boot/efi --bootloader-id=manjaro --recheck
really need separate partition mounted to /boot/efi or this folder is enough?

If your system boot using EFI firmware - yes - it is mandatory - part of the specification - a dos formatted partition - size differ - on Manjaro ISO it is 4MB - if one uses systemd boot - the partition hold the kernel images as well.
