When Manjaro releases new ISO images I usually download the package list files from the forum Release announcement:
https://download.manjaro.org/xfce/23.0/manjaro-xfce-23.0-230903-linux65.iso.pkgs (21.0 kB)
https://download.manjaro.org/xfce/23.0/manjaro-xfce-23.0-minimal-230903-linux65.iso.pkgs (18.6 kB)
and compare them in meld
