If you run from terminal:

sudo pacman-mirrors -f5 && pamac update

and reboot, do you get some errors?
From the information you provided is quite unclear what you are doing, as both are core packages and all branches have the proper/same version.

Use the ISO boot disk and reinstall

Try this before that, each command separately:

sudo pacman -S archlinux-keyring manjaro-keyring
sudo pacman-key --populate archlinux manjaro
sudo pacman-key --refresh
sudo pacman -Syyu
