Found the solution, it was .local/share/kscreen.
When I checked the folder and did a diff there were 2 extra files that weren’t there before. Deleting the folder and restoring the prior configuration restored the screens to operational order.
Have good backups I guess 
. Although I’m not sure what would have happened if I just nuked the entire folder.
