There’s a variant of Arch Linux ARM called Stormux, billed as “The accessible Linux distribution for the Raspberry Pi 4”. I wonder whether it might be possible to fold in their added accessibility packages, such as alsa-utils, fenrir, orca, etc.

fenrir is in AUR, someone in the community can maintain it to get it into our repo if they personally want to do so, or you can yourself.
