Since several days ago some types of files are being downloaded with name “download” without extension. The real name of the file being downloaded is like “Сервер.xlsx”. ASCII-named files are downloaded normally. Firefox also works normally. Don’t know where to even start looking. Maybe it is some problem with locale settings?
Fixed by resetting Region to default in System Settings -> Formats
