The web service checks all mirrors for their status at least 50 times a day. ( I don't know the actual count )
When the a mirror does not answer - or the mirror is not up-to-date - for a longer period the mirror is manually moved to backup files.
We cannot know when a mirror is back online - the maintainer of the mirror needs to contact Manjaro. The mirror mailinglist is a good place.
Even inside China, the available mainland mirrors are very slow. Hong Kong mirrors, however are quite reasonable, and they work with/without a VPN.

Thanks, I got it now. I'm gonna keep using mirrors in repo.manjaro.org/pacman-mirrors.
Actually inside China, for me the available mainland mirrors are not slow, when I use command like
sudo pacman-mirrors -f 5 to get the top 5 fastest mirrors, the mirrors are always from Mainland China, HongKong and Taiwan.
That's simply unture
it's widely avaliable
And I wonder why the state of mirrors in China is always marked "unknown"?
The state file of the repos are widely avaliable and have onpar sync with other "Up to date" mirrors, maybe manjaro need to get better on the mirror detecting, like arch ?
