Safeguard would be to have a warning in post #1 of release announcements:

Arch has released mkinitcpio 33 with some structural changes

• There is a pacnew for /etc/mkinitcpio.conf. Make sure you review it. If you make any changes, don’t forget to run sudo mkinitcpio -P afterward.

so the warning is also visible in announcements by email, RSS and social network feeds
