I don’t doubt that, but as with contract text, the definitions are extremely important, and if this lacks even a referred definition of an OS, it can get really weird. Arguably, under the terms of this text, an OS could be any system that operates anything. Like the firmware of a dish washer, or a system of pulls which you have apply to levers of a contraption to guide a treat into your mouth.
The only defining things here are the words “operating” and “system”. At that point it goes into definitions of those words. This is a dumbass detail I pointed out in a contract to my neighbours, who used it to get out of a crooked deal. I’ve written many contracts from NDAs to business dealings, and the bigger the org gets, the sharper the text has to be. The NDA for the division of the city’s organizational division I worked at, had to be much more complex text, than the NDA I made for a friend’s start-up.

But when you write a legislation trying to control something, you have to be less specific and more fuzzy to allow you flexibility.
We have the same thing in Thailand - rules can be applied everywhere and become extremely oppressive - but in practice they aren’t enforced everywhere.
Almost every day I make a trip to a local market, going through a large junction with lights that can hold me up, having me sit in the hot sun for up to 5 or 6 minutes - but I never wait, I nearly always go through on red, making a right turn across the middle of the junction… because the police are fuzzy and overlook small bikes taking advantage of the period when lights are changing or there are gaps in traffic.

A fun time waster, would be to go to a store that sells computers, and tell the salesperson, you are looking for a computer you can program on, one that doesn’t have AI, and where you can operate off line for extended periods of time, and without any other things that Microsoft has included that make privacy difficult.

That’s the question that always comes to mind when I see politicians presentling legislation as ‘for the children’. That is a difficult position to argue against, especially in the current climate of Moral Panic, and Jeffery Epstein.
I would argue that they simply want to gain access to personal information so that they can monitor what you’re doing - and possibly pave the way for safetuarding your future with the introduction of pre-emptive thought crimes based on your computer activities…
I am pretty certain that in 99.99% of the cases, he would tell you that they currently don’t have any Tandy TRS-80s or Commodore C=64s in stock.
At least, if it’s a salesman who knows his trade. If on the other hand you’re dealing with someone who grew up on Microsoft Windows and smartphones, you’d be more inclined to get a sheepish look.
I do find it quite telling that this new legislation originates in the country that prides itself on offering ultimate freedom to its citizens while ironically also being notorious for selling its citizens’ private information off to any corporation willing to pay up, and even going so far as to enlist such private corporations in the mass-surveillance of its own citizens.
It is therefore also highly ironic that the EU — which is all too often portrayed as “communist”/“socialist” by said aforementioned country — gravitates towards the extreme other end of the spectrum, whereby legitimate criminal investigations can become encumbered by the whole jungle of privacy protection laws we have around here.
The economy here in the US is all about $$, watch Shark Tank if you can find it. That show is a dead give away, you hear how much a product costs to make & how much they sell it for. I would love to live in EU somewhere. They are so screwed up here the republicans are convinced Universal Healthcare is communist. All the BS going on here now & the Republicans say no to Universal healthcare…
I haven’t watched it — I haven’t had a cable TV subscription anymore in ages — and I’m not even sure it would be available (on cable) here in Europe. I am however familiar with the show and its premise, which — at least, in my opinion — is the glorification and idealization of psychopathy. It’s disgusting.
Many years ago, back when Abby Martin was still with RT and had her own 30-minute show called “Breaking the Set”, she spoke about “Shark Tank” on her show and showed a fragment of an interview from another US media outlet with one of the characters from that show — some bald middle-aged guy called Kevin something — in which said character found it “fantastic” that 1% of the population controlled the debt of the other 99% of the population.
In Britain, they make great biscuits… those biscuits are exported and sold in supermarkets across Europe… including Germany.
The price in Britain is twice what the price is in Germany.
FWIW it’s not just about USA. The giants (Nestle etc) spend billions hosting lavish meetings, perks for politicians and influential people… but their more publicised ‘Good Will’ gestures (Charity etc) garners only about 1% of that budget.
The problem is when the economy is out of control - it got worse in Britain after Brexit (Europe works hard to try to combat such corruption)…
But I think the USA just celebrates it, anyone not on the gravy train is just a loser (like their dead troops) and not worthy of respect anyway…

If nothing else perhaps a question in Calamares asking age with a checkbox that stores the selection in a file somewhere. Then have Pamac look at the file when its opened would work to avoid liability.
