Why is DPKG a package you can install?

So I noticed that dpkg is an installable package. My question is, what’s the point of it? Isn’t dpkg Debian’s package manager?

Context is important: where did you see that?
As a matter of fact: dpkg-files are installable packages (in general) - it’s just that arch based distros (as manjaro) do not use those.

You can search for it on Pamac, to be completely honest a friend of mine found it out somehow and I was wondering what its purpose was.
