Did you use duel boot?
If so, when you boot from Windows to Manjaro, reboot to the BIOS, then boot directly to Manjaro. Or make sure the path is “other OS → BIOS → Manjaro”.
I meet the problem a few weeks ago, had a hard time to figure it out.

Note: you only need to do that once when you boot from Windows, meaning after that, “Manjaro → reboot → Manjaro” would just work.

In both your cases this may indicate that windoze is not shutting down all the way.
This is how it works by default - it hibernates when you ‘shut down’.
(This makes windoze appear to shut down and start up more quickly because in truth it does neither. It also has the side effect of causing problems with any other OS being booted.)
Make sure to disable ‘Fast startup’ under windoze settings, or otherwise create a special shortcut for a true shutdown, etc. Consult a search engine if you need help.
I think I’ve disabled “fast startup” on Windwos from the day I installed it. Would check it later.
