If you are on stable branch, your best option is to switch to testing or Unstable branches. Or wait until Stable catches up.

/usr/lib/libstdc++.so.6 is owned by gcc-libs 13.1.1-1

Partial updates are not supported. Manjaro is a curated, rolling release, so Testing will become Stable at some, unpredictable point. Take a look here:

If you’re using the stable branch, you should have chromium
112.0.5615.165-1 which was built with gcc
12.2.1. gcc
13.1.1 is only in the testing and unstable branches.
It appears you are in an unsupported partial upgrade state. Please see Pacman-mirrors - Manjaro
