The Manjaro - KDE Plasma page contains the link to the
manjaro-kde-21.0.7-210614-linux510.iso
but the Release 202108091033 · manjaro/release-review · GitHub page contains more modern (but not LTS) version of the
manjaro-kde-21.1-210809-linux513.iso.zip

Post has just a bell/warning reason: probably the main site link got obsolete.

I wouldn’t call it obsolete… The one on the main page is the last full stable ISO release.

What you have linked is a release-review ISO, not a full stable release.

The link on the website probably won’t be updated until Manjaro 21.1 Pahvo ISOs are all considered stable, which GNOME is currently holding back.
