Add create new document option in new context menu

I’m trying to add an option to create a new document from the context menu but no success. I have followed the following link but instead of creating a new file, it opens the properties.

Also tried to place empty files in /home/USERS/Templates/ and /home/USERS/.local/share/templates/ but no luck.
